Nicotine regulations in Finland: A timeline
Finland is implementing a range of new regulations between 2025 and 2027. Below is a summary of the new nicotine regulations in Finland that have the potential to reshape the country’s nicotine pouch market.
1 August 2025
Nicotine pouches are brought fully under the Tobacco Act. Retail sales become subject to licensing; distance sales and online orders are prohibited. In addition, marketing is heavily restricted, and age limits and use restrictions are tightened.
1 January 2026
Excise duty on nicotine pouches increases by an average of approximately 37 percent.
1 February 2026
A maximum nicotine content of 16.6 mg/g is introduced. Flavours are limited to tobacco, menthol, and mint. On the same date, the upper limit for tax-free passenger imports from within the EU is set at 1,000 grams per person (for personal use).
1 August 2026
Harmonised plain packaging and mandatory health warnings enter into force.
1 January 2027
Nicotine pouches are included in producer responsibility under the Waste Act (SUP-type model), potentially obliging manufacturers and importers to compensate municipalities for littering and waste management costs.
