Rather than undermining policies behind Sweden\u2019s success, the European Commission should instead learn from the evidence and try to replicate it, argues Martin Cullip of the Taxpayers Protection Alliance<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the end of May, the European Parliament posted a <a href=\"https:\/\/x.com\/europarl_en\/status\/2061009794312618404\">social media message<\/a> celebrating World No Tobacco Day. The message proudly declared that &#8220;EU tobacco rules are helping to reduce smoking and prevent deaths.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Accompanying the claim was a graphic showing smoking rates across the European Union. Unfortunately for Brussels, the graphic exposed the weakness of its own argument.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The best performing country in the entire European Union was Sweden. Yet, Sweden&#8217;s success stems largely from the fact that it was <a href=\"https:\/\/snusforumet.se\/en\/snus-and-the-art-of-suppression\/\">allowed to ignore one of the EU&#8217;s most misguided tobacco policies<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When Sweden joined the European Union (EU) in 1995, it negotiated an exemption from the unjustifiable EU-wide ban on snus, a traditional smokeless tobacco product.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unlike cigarettes, snus doesn\u2019t involve combustion and a special pasteurizing process removes carcinogens from the tobacco leaves. Swedish smokers have largely switched from cigarettes to snus, giving us one of the world\u2019s greatest public health success stories.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Europe ignores Sweden\u2019s success<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Sweden recently became the first country in Europe to <a href=\"https:\/\/snusforumet.se\/en\/new-data-confirms-swedens-smoke-free-status\/\">achieve &#8220;smoke-free&#8221; status<\/a>, with smoking rates falling <a href=\"https:\/\/www.can.se\/app\/uploads\/2026\/03\/can-rapport-242-vanor-och-konsekvenser-2025.pdf\">below five percent<\/a> compared to around 24 percent across the EU as a whole.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sweden also has by far the lowest rates of tobacco-related disease in Europe. Its lung cancer rate is <a href=\"https:\/\/smokefreesweden.org\/\">less than half<\/a> the European average, while overall cancer incidence is also far below that of any other EU member state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But rather than rushing to understand how Sweden achieved such extraordinary outcomes, much of Europe&#8217;s public health establishment seems determined to ignore the lesson entirely.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even more remarkably, the European Commission now appears intent on making the same mistake again.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">V\u00e1rhelyi\u2019s dangerous false nicotine claims<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Rather than embracing safer nicotine alternatives, Brussels is considering a fresh wave of restrictions and punitive taxes on nicotine pouches, vaping products, and heated tobacco products, covering many of the categories that helped reduce smoking rates in Sweden.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The EU claims it wants the entire bloc to achieve smoke-free status by 2040. Yet at the same time, it is targeting many of the products most capable of helping smokers move away from cigarettes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sweden has pursued a pragmatic approach centered on consumer choice, risk reduction, and innovation. It recognizes that smoking is the real public health problem, not nicotine in general. The focus has therefore been on helping people move away from combustible tobacco.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The EU, by contrast, increasingly appears focused on making all nicotine products less attractive, less accessible, and more expensive, regardless of their relative risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">EU Health Commissioner Oliver V\u00e1rhelyi recently <a href=\"https:\/\/snusforumet.se\/en\/researchers-fuming-over-eu-health-commissioners-nicotine-misinformation\/\">claimed<\/a> that nicotine pouches and vaping products &#8220;are causing the same amount of harm as traditional tobacco products.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is simply false and contradicts extensive evidence showing that smoke-free nicotine products are significantly less harmful than cigarettes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet such claims continue to influence policymakers responsible for the health of 450 million Europeans.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Netherlands flavour ban fiasco<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Commission also seems unwilling to acknowledge one of the most predictable effects of excessive regulation. When legal products become heavily restricted, overtaxed, or banned, illicit markets emerge to meet consumer demand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Netherlands is a perfect example. After banning most vaping flavors, Dutch authorities now report that approximately <a href=\"https:\/\/bureaubeke.nl\/geen-categorie\/dark-clouds\/\">87 percent of vapers<\/a> are using illegal products.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Restricting access to products that millions of adults want to use does not eliminate demand. It merely shifts it into unregulated channels.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">European Commission \u2018lacks courage\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The lesson from Sweden has been understood for decades. In 1976, tobacco control researcher Michael Russell <a href=\"https:\/\/www.bmj.com\/content\/bmj\/1\/6023\/1430.full.pdf\">observed that<\/a> \u201cpeople smoke for the nicotine but die from the tar.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sweden understood that distinction and built policy around it. The result is the lowest smoking rates and some of the lowest tobacco-related disease rates in Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The European Parliament&#8217;s claim that EU tobacco rules are reducing smoking would be more convincing if Europe&#8217;s most successful country had actually followed them. Instead, Sweden succeeded because it was allowed to ignore them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sadly, rather than learning from this remarkable achievement, the European Commission now appears determined to undermine it.
