By framing harm reduction as an \u201cindustry narrative\u201d rather than a legitimate public health approach, it proves that Brussels has an &#8220;explicitly hostile stance&#8221; toward the concept, according to news and advocacy site <a href=\"https:\/\/clearingtheair.eu\/en\/post\/exclusive-eus-leaked-cop11-position-signals-harsh-crackdown-on-safer-nicotine-products\/\">Clearing The Air<\/a>, which first published the document.<\/p>\n\n\n\n<p>Patrik Str\u00f6mer, Secretary General of the Association of Swedish Snus Manufacturers, hopes the leaked document spurs Sweden and other member states that have successfully regulated nicotine pouches into action.&nbsp;<\/p>\n\n\n\n<p>\u201cIf Sweden and other member states don\u2019t draw a clear line in the sand, flawed WHO recommendations may become the starting point for updated EU regulations,\u201d he tells Snusforumet.&nbsp;<\/p>\n\n\n\n<p>\u201cAnd that creates a real risk that nicotine pouches will be banned across the EU \u2013 even in Sweden.\u201d&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">&nbsp;<strong>A move away from science-based policy<\/strong>&nbsp;<\/h2>\n\n\n\n<p>The leaked text represents a marked escalation in pro-prohibition rhetoric compared to the language used in a 2021 opinion by the EU\u2019s own scientific committee (SCHEER). While the <a href=\"https:\/\/snusforumet.se\/en\/uk-breaks-from-flawed-eu-science-with-vow-of-evidence-based-snus-ban-review\/\">SCHEER report&#8217;s methodology was widely criticised<\/a> at the time by harm reduction advocates and Public Health England, the report at least <a href=\"https:\/\/health.ec.europa.eu\/document\/download\/50b3adac-5451-47c1-8427-ea67e874c970_en#:~:text=Regarding%20the%20role%20of%20electronic%20cigarettes%20in,reduction%20is%20assessed%20as%20weak%20to%20moderate.\">acknowledged<\/a> there was &#8220;weak to moderate evidence&#8221; that smoke-free products could potentially reduce harm for adult smokers if properly regulated.\u00a0\u00a0<\/p>\n\n\n\n<p>The new draft, however, equates all nicotine use with smoking \u2014 despite mounting evidence to the contrary.\u00a0\u00a0<\/p>\n\n\n\n<p>Among other things, it calls for flavour bans and packaging restrictions on e-cigarettes and nicotine pouches.&nbsp;<\/p>\n\n\n\n<p>Although presented as measures to protect youth and the environment, these proposals could effectively eliminate lower-risk options while leaving deadly cigarettes untouched.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Experts warn that restricting safer products risks driving smokers back to combustible tobacco \u2014 a danger the leaked text fails to acknowledge.&nbsp;<\/p>\n\n\n\n<p>\u201cThe Commission seems determined to ignore what works,\u201d says Str\u00f6mer<strong>.<\/strong>&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cThirty years after Sweden secured its exemption from the EU snus ban, the data are clear: Swedish men have the lowest rates of lung cancer in the EU, in large part thanks to access to smoke-free alternatives like snus and nicotine pouches..
