{"id":5171,"date":"2021-06-03T10:47:34","date_gmt":"2021-06-03T08:47:34","guid":{"rendered":"https:\/\/snusforumet.se\/?p=5171"},"modified":"2021-06-03T10:56:16","modified_gmt":"2021-06-03T08:56:16","slug":"eu-tobacco-products-directive-a-wasted-opportunity-to-learn-from-sweden","status":"publish","type":"post","link":"https:\/\/snusforumet.se\/en\/eu-tobacco-products-directive-a-wasted-opportunity-to-learn-from-sweden\/","title":{"rendered":"EU Tobacco Products Directive a &#8216;wasted opportunity&#8217; to learn from Sweden"},"content":{"rendered":"\n<p><strong>The latest EU Tobacco Products Directive (TPD) report makes no attempt to understand why the one EU country where snus is legal also has the EU\u2019s lowest smoking rates.<\/strong><\/p>\n\n\n\n<p>The TPD <a href=\"https:\/\/ec.europa.eu\/health\/tobacco\/products\/implementation\/report_en\">2021 Application Report<\/a>, published by the European Commission on May 20 as required under the Directive, singles out novel tobacco products as posing \u201cspecific regulatory challenges\u201d.<\/p>\n\n\n\n<p>The report describes the market for tobacco and nicotine products as \u201cmore diverse and challenging to regulate\u201d, claiming that new product categories \u201ccircumvent existing regulations\u201d and can\u2019t be fully addressed by existing TPD provisions.<\/p>\n\n\n\n<p>Health warnings, flavours, and the use of devices are among issues singled out by the Comission\u2019s report as \u201clegal loopholes\u201d exploited by novel tobacco and nicotine products.<\/p>\n\n\n\n<p>The Commission also signalled that it plans to take action to further enhance the TPD as current legislation \u201cdoes not fully capture\u201d new products such as nicotine pouches and heated tobacco products (HTPs).<\/p>\n\n\n\n<p>\u201cIt\u2019s unfortunate that the EU continues to have a hostile rather than constructive attitude towards snus and innovative nicotine products that are less harmful than cigarettes,\u201d says Patrik Str\u00f6mer, Secretary General of the Association of Swedish Snus Manufacturers.<\/p>\n\n\n\n<p>Among other things, the TPD aims to meet requirements spelled out in the World Health Organisation (WHO) <a href=\"https:\/\/www.who.int\/fctc\/text_download\/en\/\">Framework Convention on Tobacco Control<\/a> (FCTC).<\/p>\n\n\n\n<p>The Commission\u2019s new assessment included a <a href=\"https:\/\/op.europa.eu\/publication\/manifestation_identifier\/PUB_EW0221633ENN\">support study<\/a> based on evidence collected between October 2019 and May 2021, including analysis data from Special Eurobarometer Surveys and Euromonitor International.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Sweden: lowest smoking rates in the EU<\/h2>\n\n\n\n<p>Included in the data were Eurobarometer figures showing Sweden&#8217;s smoking rate has fallen to 6 percent, down from 7 percent reported in 2014, affirming Sweden&#8217;s status as the EU member state with the lowest smoking rate.&nbsp;<\/p>\n\n\n\n<p>Sweden\u2019s smoking rate is now only a quarter of the EU average of 24 percent and less than half that of the next lowest EU country, the Netherlands, where 13 percent of people smoke according to EU figures.<\/p>\n\n\n\n<p>Sweden also stood out when it came to the use of snus and other oral tobacco products as it is the only EU country where snus is legal. Eurobarometer figures show that 46 percent of Swedes reported using oral tobacco, more than six times higher than the EU average of 7 percent.<\/p>\n\n\n\n<p>\u201cThe EU\u2019s own data shows a clear connection between low smoking rates and the availability of less harmful alternatives like snus, but the EU doesn\u2019t seem interested in exploring the connection and it\u2019s potential implications for public health,\u201d says Str\u00f6mer.<\/p>\n\n\n\n<p>\u201cThe latest TPD report is really a wasted opportunity to learn from Sweden and the <a href=\"https:\/\/snusforumet.se\/fakta\/the-swedish-experience\/\">Swedish Experience with tobacco<\/a> when developing regulations for other novel nicotine products.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A successful Tobacco Products Directive?<\/h2>\n\n\n\n<p>Overall, the report finds that EU members have \u201cbroadly fulfilled their obligations to apply the TPD\u201d despite a few enforcement issues and that the TPD has \u201cimproved public health\u201d in the EU.<\/p>\n\n\n\n<p>&#8220;EU legislation on tobacco has clearly had a positive impact on smoking rates in the EU,&#8221; Commissioner for Health and Food Safety Stella Kyriakides <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_21_2563\">said in a statement<\/a>.<\/p>\n\n\n\n<p>However, Str\u00f6mer questions the report\u2019s conclusion that the TPD\u2019s public health protections couldn\u2019t have been achieved by member states acting on their own.<\/p>\n\n\n\n<p>\u201cWhen you see Sweden\u2019s incredibly low smoking rates, you can\u2019t help but wonder what sort of public health gains could have been achieved if other EU member states had been able to act like Sweden,\u201d he explains.<\/p>\n\n\n\n<p>The report also concludes that discrepancies in the functioning of the EU\u2019s internal market have largely been resolved when it comes to labelling and maximum allowable levels of tar, nicotine, and carbon monoxide.<\/p>\n\n\n\n<p>\u201cOne of the greatest successes of the TPD has been to improve smokers\u2019 awareness and understanding of the various product categories and their overall harmfulness\u201d, the report states.&nbsp;<\/p>\n\n\n\n<p>However, Str\u00f6mer finds the EU\u2019s claim disingenuous considering the rhetoric and policies in place that refuse to fully acknowledge the lower risk profile of snus and other alternative nicotine products.<\/p>\n\n\n\n<p>\u201cThat the EU continues to outlaw snus and explore regulations that would put similar or tougher restrictions on less harmful products makes such claims about the supposed success of TPD ring hollow,\u201d he says.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>READ MORE: <\/strong><a href=\"https:\/\/snusforumet.se\/fakta\/the-swedish-experience\/\">The Swedish Experience with tobacco<\/a><\/h3>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The latest EU Tobacco Products Directive (TPD) report makes no attempt to understand why the one EU country where snus is legal also has the&#8230;<\/p>\n","protected":false},"author":3,"featured_media":5178,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[218],"tags":[258,349,356,248,348,311,331],"class_list":["post-5171","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-regulations","tag-eu-2","tag-european-commission","tag-fctc","tag-patrik-stromer-en","tag-stella-kyriakides","tag-tpd","tag-who-2"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.3 -
